Remedy For Sinus

My fiancee has chronic Sinus problems.?

It is hard for him to breathe and he has to constantly keep on the nose strips when he is at home. He had an operation two years ago to remedy this, but it has re-occurred and he is miserable. He now is experiencing a very stiff neck up into the back lower portion of his head. Is this from his Sinuses or is there a such thing as arthritis in the neck area? I wonder if he should go to an orthopedic specialist after a good ear, nose, and throat specialist?
